Tim Lincecum hasn’t been in the same Tim Lincecum since 2011.
Linceum has posted an average earned run average of 4.60 from 2012 on, posting a negative wins above replacement also from 2012 on, and there have only been flashes of “The Freak’s” dominance since then.
Lincecum’s decline is part of the reason why he will be holding a showcase tomorrow that is open to every Major League team. The Marlins, Orioles, and the Rangers are the teams that have expressed the most interest in the right-hander, and his agent, Rick Thurman will be at the showcase, per Joel Sherman of the New York Post:

Dan Szymborski ZiPS projections have Lincecum posting a 4.11 earned run average in 2016 with 20 games being started.
Lincecum went 7-4 last year with a 4.13 earned run average and 60 strikeouts over 76.1 innings of work for the Giants last year.
